The reported scheme changed after the tickets were discussed. The next day, she allegedly said that money was needed for entering the country and also implied additional costs connected with coronavirus testing. This is a typical travel-obstacle scam pattern: after the victim becomes emotionally invested and travel seems close, a sudden “official requirement” appears.

The important warning sign is that the victim challenged the story with documents showing that she did not need cash to enter the country, but only a letter confirming that her costs would be covered. After that, she allegedly blocked him. This behavior strongly suggests that the travel requirement was being used as a money-extraction tactic rather than a real border rule.

A passport image and travel-related conversation can make the story look credible. However, a Ukrainian passport photo does not prove that the person chatting with you is genuine, that the document is valid, or that the travel request is real.
