How Residents of Crimea and Donbass Can Get Biometric PassportsThose citizens of Ukraine, who remained in the annexed Crimea and occupied Donbas, have the same right to obtain the biometric documents as everyone else.

In order to process the Ukrainian biometric passport for travelling abroad you should have the following package of documents: a national Ukrainian passport that is in the form of an old passport or ID-card, all previous issued passports for travelling abroad and an identical code. Those citizens, who are registered in the uncontrolled territories of Donetsk and Lugansk regions or in Crimea, have to submit a number of additional documents to simplify the person’s identification and issuing of a biometric passport for travelling abroad.

Additional documents are to contain the photos, such as a driving license. A birth or marriage certificate may be also considered an additional document.

Among the residents of Crimea and the occupied territories of Donetsk and Luhansk regions, the one of the parents is possible to start executing the children’s passport for travelling abroad. A kid under the age of 12 is not required to be present but the child elder than 12 must appear at the processing and issuing of the passport to undergo the verification procedure.

The passport for travelling abroad intended for children under 16 is valid within 4 years, for those who have reached the age of 16 it is valid for 10 years. The Ukrainian passport for children’s travelling abroad is executed with the following peculiarities: the attendance of kid under 12 is not compulsory if there is his/her photo of high quality (10 x 15). The child who is elder than 12 should be obligatory present because his/her    digitized fingerprints are required to enter the biometric data to a contactless carrier.

What should be initiated by the parents of the children from the occupied Donbass and Crimea?

In order to execute the children’s biometric passport for travelling abroad, the parents of the child should submit his/her birth certificate issued by the competent authorities of the Ministry of Justice in Ukraine. If the birth certificate is issued in the uncontrolled territories, it must be changed in accordance with the procedure established by law through a court judgement.

In accordance with the requirements of the current legislation of Ukraine, every citizen who has reached the age of 14 should obtain a national Ukrainian passport in the form of ID-card. If the citizens need to change a passport, they may receive it in the form of ID-card either. The grounds for changing a Ukrainian passport are as follows: reaching the age of 25 or 45, changing of surname, first name, damage, loss or stealing of the passport.
